Apex Scotland is the leading employment and training organisation specialising in work with offenders, ex-offenders and young people at risk.

We now have the opportunity to introduce National Occupational Standards to the organisation with support from the Skills for Justice agency. To assist in this forward thinking initiative we require a National Training Officer to join our National Training Centre team who will take the lead in implementing NOS.
The details are as follows:

National Training Officer (Occupational Standards) (East or Central Scotland based)

Ref: NTC/NOS
Salary Scale: £19,158 - £21,049 (Geographically based) (35 hours per week)

This exciting new position will include all aspects of training development, design, delivery, maintenance, monitoring and evaluation as part of the role. In addition, you will be involved in and take the lead role in supporting and developing the organisations national occupational standards initiative. Therefore, experience, qualification or familiarity of VQ frameworks, NOS and VQ assessing would be a desirable criterion.

The National Training Officer will travel throughout Scotland as part of their remit. Therefore we will require you to be available to provide a service to Apex offices across Scotland as and when required. A driving licence or access to a means of your own transport is essential due to internal and external meeting and training
delivery demands incompatible with public transport timetables.

The post will be located in the East or Central region of Scotland, however the base would have to be identified within existing organisational resources.

JOB DESCRIPTION
Post: National Training Officer
Responsible to: Unit Manager
Purpose of Job:
  • To provide Apex Scotland and its staff a service of relevant learning and development information and activity to ensure a confident and competent workforce.
  • To contribute to the promotion, presentation, facilitation and delivery of knowledge and skills based learning to internal and external customers
  • To support all the National Training Centre functions in the daily operations and delivery of services, giving due consideration to organisational and staff knowledge and skills needs.
  • To undertake the development, deployment  and maintenance of National Occupational Standards within the organisation.

 

Area of Responsibility:  
Primary Responsibility:

Service Delivery

To deliver, facilitate and present learning and development activities to a professional standard to internal and external customers.

To fully plan and prepare for all allocated learning and development activity delivery

To participate, contribute and take the lead (when required) in the research, development and design of learning and development materials and activities.

To provide consultancy on related matters to internal and external customers.

To effectively review, evaluate and report on service delivery to inform service and personal development.

To take the lead role in supporting, developing, implementing and maintaining organisational National Occupational Standards.

Service Development

To participate, contribute and take the lead (when required) in the research and development of the National Training Centre and its functions.

To attend and professionally represent the National Training Centre at relevant internal and external meetings with reference to service development.

To advocate and promote the service and the National Training Centre effectively to internal and external customers.

Provide update and/or service reports as and when requested.

To encourage and respond to (where appropriate) new business from internal and external customers.

To support and encourage business improvement throughout the organisation

Research and Development

To participate, contribute and take the lead (when required) in the research and development of policy and procedures.

To participate, contribute and take the lead (when required) in the research and development of work practices and National Occupational Standards (NOS).

To participate, contribute and take the lead (when required) in the research of relevant legislation to update and amend training materials and reference information.

To work with other National Training Centre functions, organisational departments and agencies in research and development activity for the benefit of the organisation, its services and staff.

 

General Responsibilities: Active participation in:

The effective functioning of the team

Team meetings and development days
                                   
Timetabling to ensure an efficient and effective service is being delivered

Investigating and developing new initiatives within a team setting

Monitoring performance against targets

Awareness of general developments within and outwith Apex Scotland

Ensuring that toil, holidays and working hours are taken with adequate cover to service delivery

The continuous improvement of team functions and responsibilities as per the EFQM framework.

Salary:
Annual increases negotiable according to scales and procedures operating.
£19,158 - £21,049 per annum.
Pension: Apex Scotland operates a group personal pension scheme available to all employees upon confirmation in employment. An employers contribution equal to 6% is available upon completion of 2 years service, subject to an employees contribution of 3% of gross salary.
Hours of Work: 35 hours per week
Out of Hours Arrangements: Some work out of/or in addition to normal hours will be required. A time off in lieu system operates.
Holiday Entitlement: 20 days pro rata per year (1st April - 31st March), plus statutory national and local public holidays
Training: Apex Scotland delivers an extensive training and development programme to all staff, averaging 9 days training per person per year.
